Individual Disability Exemption Plan (IDEP) :

The Individual Disability Exemption Plan (IDEP) exempts qualifying vehicles from the CRZ toll when transporting persons with disabilities, including vehicles operated by a caregiver. Currently, persons with disabilities or their caregivers can add one registered vehicle to the E-ZPass NY account that has the IDEP.


Eligible applicants must be enrolled in one of the following programs:

  • MTA New York City Transit (NYCT) Access-A-Ride (AAR) Paratransit program
  • New York City Parking Permits for People with Disabilities (NYC PPPD)*
  • Establish eligibility at a selected assessment center.

*Please note: Only permits issued on or before 11/15/2024 are accepted as proof of eligibility.

Low-Income Discount Plan (LIDP) :

The Low-Income Discount Plan (LIDP) is available to registered vehicle owners who meet at least one of the following criteria: (1) Enrolled in a qualifying government assistance program (Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), or Special Supplemental Nutrition Program for Women, Infants, Children (WIC)); or (2) Reporting Federal adjusted gross income on their income tax return for the prior calendar year in the amount of no more than $50,000.


Eligible vehicles will receive a 50% discount on the Congestion Relief Zone (CRZ) tolls after completing ten (10) trips in the same calendar month. While all trips count towards fulfilling this requirement, the discount will not be applied to tolls incurred in the overnight hours as the overnight toll is already discounted. The discount only applies to tolls incurred in the Congestion Relief Zone (CRZ). See the LIDP application for more information.

Business Plans
Emergency Vehicle Exemption Plan (EVEP) :

The Emergency Vehicle Exemption Plan (EVEP) is available for qualifying authorized emergency vehicles, specifically defined as every ambulance, police vehicle or bicycle, correction vehicle, fire vehicle, civil defense emergency vehicle, emergency ambulance service vehicle, blood delivery vehicle, human organ delivery vehicle, county emergency medical services vehicle, environmental emergency response vehicle, sanitation patrol vehicle, hazardous materials emergency vehicle, and ordnance disposal vehicle of the armed forces of the United States (See individual definitions contained in the New York Vehicle and Traffic Law). This exemption only applies to tolls incurred in the Congestion Relief Zone (CRZ). See the EVEP application for more information.

Organizational Disability Exemption Plan (ODEP) :

The Organizational Disability Exemption Plan (ODEP) is available for organizational entities possessing the required licensure and/or permissions from the appropriate governmental agencies authorizing their vehicles for the use of transporting persons with disabilities. This exemption only applies to tolls incurred in the Congestion Relief Zone (CRZ). See the ODEP application for more information.

Specialized Government-owned Vehicles Exemption Plan (SGOVEP) :

The Specialized Government-owned Vehicles Exemption Plan (SGOVEP) is available for specialized government-owned vehicles, specifically designed to perform public works other than general transportation and directly engaged in a core agency purpose. This exemption only applies to tolls incurred in the Congestion Relief Zone (CRZ). See the SGOVEP application for more information.

Commuter Bus Exemption Plan (COBEP) :

The Commuter Bus Exemption Plan (CoBEP) is available for qualifying authorized commuter, transit, and intercity bus services on a schedule that have fixed routes and are open to the public; commuter vans licensed and authorized by the New York City Taxi and Limousine Commission (NYC TLC); and school buses contracted with the New York City Department of Education (NYC DOE) to transport students between their school of attendance and their homes.
